TRANSFORMATION PLAN
UKM KNOWLEDGE ECOSYSTEM (TEI-UKM) AND AMBANG 40 UKM (Am40)
Universiti Kebangsaan Malaysia (UKM) is on its way of building the track of changes and implementing the new constituent of “Satu Malaysia, Rakyat didahulukan, Pencapaian diutamakan” as the chosen university which honours the Malay language as well as empowering knowledge according to the national mould.
UKM is determined to expedite the shift through the main processes, namely education, research and service towards boosting the quality of human capital and producing innovations that are in line with the country’s k-economy and competitiveness.
In the efforts or reaching the goal of making UKM as the Leading Research University, eight (8) niches have been identified as UKM’s virtues in making the shift to be among the top universities of the world.
UKM empowers its slogan, “Inspiring Futures, Nurturing Possibilities”, by setting strategies via the transformation plan within UKM knowledge ecosystem. They are the means to strengthen and uplift its qualities, thus further boosting ithe main processes and strategies driven by the eight (8) niches as well as the transformation pilot projects. (Refer Illustration 1)

UKM’s transformation runs in a knowledge ecosystem illustrated in the form of a high soaring bird, well balanced and focused towards the goals of change, where the UKM community needs to work hand in hand with the management in reaching the target of making UKM as the leading research university standing high along the other prominent world leading universities by the year 2018. (Refer Illustration 2)

SUPPORT STRUCTURE
Towards reaching the goal, two (2) most important tools are deemed as necessities in ensuring the transformation process runs smoothly with the involvement of the campus community. The two (2) auxiliary tools are Transformation Manual and Communication Plan. (Refer Illustration 3)

The involvement of the four (4) Deputy Vice Chancellors (DVC) with all the planning, execution, monitoring, evaluation, upgrading and modification of the Action Plan aligned with UKM knowledge ecosystem according to their respective portfolios as well as their driver projects are put on display for the reference of the public in the Transformation Portal taking into consideration the cost and distribution of resources.
The content of the Plan are Goals, Strategies, Actions, Performance Indicators and Targets according the the phases of the transformation.
SME assembles and devise the information to draw the achievement indicators of five (5) UKM’s primary excellence benchmarks.
The KPI targets are determined by the executor and they are classified by the Centre for Corporate Planning and Communications (CCPC) for monitoring purposes.
GOVERNANCE STRUCTURE FOR THE IMPLEMENTATION OF THE TRANSFORMATION PLAN.
The proposed governance structure is represented by the diagram in Illustration 4.

IMPLEMENTATION FRAME FOR TRANSFORMATION PLAN
In order to realize the University’s objective in the Transformation Plan, the implementation frame work includes all the following: (Refer Illustration 4)
ADVISORY PANEL
One (1) advisory panel comprised of three (3) to five (5) top national and international members is formed with the aim to advise on various aspects of the transformation plan.
NICHE CHAIR
Niche Chair is appointed to represent each niche and is responsible to lead the development of their respective niches via the close association of the DVCs, Deans and Directors and other involved internal and external parties with the following terms of reference:-
a. Develop the conceptual frame, build vision(s) as well as path(s) and target(s) of the development of the niches for the three (3) core processes, namely education, research and services; and
b. Identify the current and potential future trend(s) in the niche field(s) and propose suitable programme(s) to keep up and / or get ahead of the trend(s).
TEI-UKM AND AM40 CORE ACTIVITIES
All executors of the core processes of TEI-UKM are prepared to kick start the supporting activities for TEI-UKM starting from the momentous date of 18 May 2009, which is a journey leading towards the 40th anniversary of UKM. The celebration of this date is underlined with a very exceptional significance as it marked the launch of Phase 1 and Phase 2 of TEI-UKM. UKM anticipates a full shift in the year 2010 for its Phase 3 (Refer Illustration 2). The core activities planned are follows:-
a. TEI-UKM Core Activities
The activities are divided into four (4) types and run on two (2) levels: main level and responsible centre, that are faculty, institute, study centre, service centre, department and employee and student associations, whether internally, at university, national or international level.
b. Official Opening of

MAIN PROCES – ENFORCEMENT AND COORDINATION
In order to reinforce and coordinate UKM’s main processes, namely education, research and service, the following portfolios contribute accordingly:-
a. Deputy Vice Chancellors (DVC) provide the direction by setting up the policies, strategies and activity guide lines, also targets are determined as long term plans which are renewed and modified through out the years;
b. DVCs work closely with the executors in Faculties, Institutes, Residential Colleges, Service Centres and Administsrations, and other Responsible Centres to ensure the total involvement and determination, as well as budgets and resources distributions for the implementation of the transformation plan;
c. Deans and Directors interpret and implement transformation plan for the actions of the respective Faculties, Institutes and Centres by encouraging creativity and value added academicians and students productivity, conducting gap analysis, identify suitable steps to reinforce strengths, overcome disadvantages whether from the aspects of education programmes, research and service for every niche; and
Niches Are the thrust fields that house the multidisciplinary expertise intending to reinforce research, undergraduate and graduate levels iof study programmes and service programmes.
Therefore, niches encapsulate all the portfolios of the Deputy Vice Chancellors (DVC) :-
a. The Head of Niche is named ‘Chair’ and by governance, is answerable to the Vice Chancellor;
b. The name ‘Chair represents a non-executive position, and is responsible in leading niche development through discussions and consultations with the DVCs, Deans, and Directors as well as internal and external stakeholders;
c. Outcomes from niche discussions and consultations will be implemented by the DVCs, Deans, and Directors as well as other stakeholders by planning, implementation, monitoring and evaluation as well as upgrading the suitable strategies, programmes and projects; and
d. DVCs, Deans, and Directors are responsible in ensuring all academic members participate in at least one (1) niche.
FIVE (5) PILLARS OF EXCELLENCE
UKM excellence is measured by the five (5) pillars of institutional excellence, namely accountable and autonomous; caliber leadership through selection, encouragement, evaluation and renewal; professional and excellence cultured academic members; a teaching and learning system which produces confident graduates with global competency; and research and innovation generating community wealth and prosperity driving UKM towards the gate of exellence. DOCUMENTATION AND ARCHIVING
All materials from the eleven (11) core activities is assembled for the primary exhibition celebrating the 40th anniversary in the year 2010. These materials will be archived by the
TEI-UKM MANAGEMENT
The management of TEI-UKM is divided into six (6) categories. The categories are as follows:-
i. Niche Management
A secretariat is assembled under the portfolio of the Director of the Centre for Corporate Planning and Communications (CCPC) to assist the Niche Chair. The secretariat functions as the contact point for all issues on niche management including coordinating programmes, preparing minutes, keeping minutes and documents. (The complete list of Niche Chaisr is on Attachment 2)
ii. Transformation Management
Transformation management falls under the portfolio of the Director of CCPC with its primary fuction of leading the transformation instruments by developing the transformation portal, preparing the content of communication on the transformation process and developing activities to enrich the transformation culture towards excellence.
iii. Quality Assurance Management
Deputy Director (Quality Assurance) CCPC is responsible in classifying the KPI according to the five (5) foundations of excellence, implementing, managing data, monitoring KPI achievement and communicating with the executor.
iv. Talent Management
Deputy Director (Talent Management) CCPC is given the responsible to improve the talent management and developmet programmes, including leadership and succession planning.
v. Am40 Management
A secretariat under the portfolio of the Director of CCPC is assembled to coordinate and record all activities for Am40.
COMMUNICATION CHANNEL
Communication channel is an important element in connecting all members of UKM community for the purpose of embodiment, implementation, monitoring and upgrading process of TEI-UKM. The channels are :-
a. Communication Channel Management;
b. The Head of Corporate and Public Relations Offiece is responsible in planning and circulating information which will life the image of UKM during the process of transformation;
c. The Manager of UNIKWeb is responsible in planning and circulating information on the web; and
d. The Transformation Secretariat is responsible to load the related information on UKM transformation plan and Am40 on the Transformation Protal (Port UKM).
The Centre for Corporate Planning and Commucations will implement the proposed suggestions as the strategy and effort realising the Transformation Plan to drive UKM towards excellence.
ACTIVITY IMPLEMENTATION STRUCTURE

Am40 COMMITTEE STRUCTURE
Activities commence with the Main Committee preparing the guide lines to be employed by the Main Activities Committee. Subsequently, the results and products of the activities, whether in print form or any other types, will be displayed as the primary exhibition during the 40th Anniversary Celebration of UKM in year 2010.
